I dont use any acids with potmetal. It just creates problems down the road. You really want to mechanically remove the chrome.
Try sandblasting the chrome off and sand smooth. Drill out any pits. Then you will have a nice nickel surface to start plating on and building up from there.
What are you using for a strike plate on the potmetal?
Potmetal is a real pain in the neck sometimes.
