Default Problem with oven heating up

I have a Greunburg 8x4x6 electric oven, its a 4 wire (2positive leads/ground/nuetral) 230 volt oven thats requires at least 206 volts to operate correctly. The over is 76.0 amps, its on a 100amp breaker. In my shop there is about 1200amps service plus a 3 phase line if needed.

Tonight I ran into a problem with it getting up to temp. it was only getting up to about 170f in 30mins, usually it would be about 350f by that time. I verfied the fuses, and voltage getting to the oven which was 208vac. Anyone good with ovens have any ideas what could be the problem.
