Here is how I do it.
1 Use Stripper ( cover with plastic wrap).
2 Scape off what you can..
3 Use Stripper again same as #1
4 rinse parts.
5 Sand Blast with slag med..

I will never Powder over some one else work, as you have no idea of the base coat..
This is how I do it and I have never had a part fail...
This is my advise you can use it or not...
