There probably is a clear coat of some kind on the frame. Try using some aircraft stripper on it and see if it raises the coating. If it doesn't then try some EasyOff oven cleaner.
400 Grit sandpaper is a good starting place. A palm sander will work, you may have a problem getting into the inside corners and need to use a small diameter flap disk or some greaseless compound. You can use either the flap disks or the greaseless with a drill motor. 4" sewn buff or smaller for the drill motor. Finish with 600 grit - 800 grit wet sanding then polish,
