Default no primer

You don't use primer with powder usually, there are exceptions though.
You can use a pretreatment to clean the surface and promote adhesion.
The powder will hide minor blemishes, if it's really rough you can use special fillers made for powder coating. If the surface is really bad go with a textured powder and it will hide an amazing amount of defects but you are left with an even textured surface instead smooth.
