Very light pits could maybe be buffed out, but you would probably buff thru the plating. If the spots are rusting, the pits are thru the plating and nothing to do but re-plate it.
If you have rust spots, make sure they are pits and not just flecks of metal from the brakes etc. - sometimes brake dust etc. will stick to the plating and rust and they may look like pits.
