I'm still a noob, so I may not be 100% on this. I dont think it will adhere to the inhibitors/coatings. If you need to remove the rust that's hard to get to, try something like
Naval Jelly or some other rust remover like that. It is basically a jellied acid, which would make it pretty easy to apply to that hard to reach area without coating the rest of your piece with acid.
And remember, you can quickly find out if it will stick by using a piece of scrap and coat half of it with your rust inhibitor, then PC it. Nothing worse than having to clean a good part that had a small ammount of PC not stick because of something like the rust inhibitor.
