Yeh I would definately be polishing the ceramic. The more shine the better the candies and transparents will look. you won't get a nice consistant base for candies using ceramic
unless it's a smooth out surface and polish by tumbler
you are way better off ussing powder
what problems do you have with powder chrome base ,best one that works for me is super chrome
I have use it from 20kv to 100kv and haven't had any buildup problems
