All of the Chrome powders need a Clear coat to help protect them from UV rays. If the powder is to be used inside then no clear is needed.
Now as for this 1 step chrome, they are all 1 step chrome unless you are using this outside. Please tell me whom you are buying this thru and I will prove to you it is not UV Rated. There are only a few Powder Manufactoring Companys and they all need a clear coat.. Been doing this way to long..
