You might want to check for FDA approved coatings. I know that there are food grade powders out there but they're very expensive. I had a customer that required antimicrobial coatings for a food service table, but the powder cost more than he was willing to pay for the whole job so I didn't bother getting any more info about it. I imagine there might be a similar requirement for freezer racks if they are used for food but I can't be sure, so you might want to check it out before you coat the racks.
