I been using rubber cement for that for years, pickle. I make up a bunch of precut pieces and coat them with cement and let 'em dry (don't let the treated backs touch each other), then I put cement on the sander pad and the paper is already ready to go. I use that for small 2"-3" sanding drums too so no need to buy the made sleeves (just gotta overlap the edge a little so it doesn't catch).
