No, sand blasting would be bad. You can bead blast it with very fine glass beads, but it only removes the finest of blemishes. Your best bet would be to sand out the nicks and scratches with fine sand paper, then polish out the blemishes. Polishing with a sisal wheel and black compound will remove quite a lot of material. After that you can go to bead blast or finer polish.
If you don't have the equipment, you might consider paying somebody to do it for you. Keep in mind, the glass beads must be the correct size, and applied with the correct pressure and distance, or the piece will be blotchy.
