Question Volts?

I recently purchased the 5 gal triple chrome kit and have had no luck at all! I am trying to plate the 5 inch long 1/2 dia. copper pipes in the nickel solution and have only had it work once, and it wasn't that thick (plated for 30 mins.)I polished most of it off. I am using the white compound on a loose coton wheel like the video says. Heres the question. The only time it worked is when I plated 4 of the pipes at once @ 2 amps.
Being as I am a cheap-skate I am trying to plate one at A time @ 1/2 of an amp. The manual says that I should keep the volts at aprox. 2-4 volts. Is this why the single pipe is getting such a weak plate. I've tried the single pipe several times now and cannot get it to work. The anodes are about 4-5" away from the part and I am using a caswell 25 amp rectifier, both anodes, filter pump and air bubble agitation from a fish tank pump. I am going to try the four pipes again tommorow but I need to know how to do smaller parts for the future. Any help would be greatly appreciated.
