Yes. See this previous discussion:

I'm using a 200w aquarium heater in a 3 gallon NON-insulated tank and have no problems getting to 100º+. Your heater is either too small, or defective.

Also discussed in the above discussion. The zinc electrolyte is an acid, it may react w/porcelains, but I don't know for sure. Stick w/the recommended plastics.
