I am finishing with a 10" loose wheel with white compound on a 1800 rpm machine. I rake the wheel alot and make sure to clean off compound in between compound changes.
Might want to try an 8" wheel to further reduce your surface feet-per-minute. Also, a felt wheel might help. And sometimes it takes a light touch to get those last streaks out, which is hand skills needing time and practice to develop.
