I haven't done much testing on my own, but one way to determine is by doing a simple solvent test.
Most powders should not be affected by M.E.K. or Acetone in small quantities. A painted surface would surly start to deteriorate being exposed to even the slightest amounts.
Take a clean white cloth or napkin, put a drop or two of Ketone or Acetone on it and wipe in a small inconspicuous area. Check the rag or paper towel for residue.
This may not work for heavily painted commercial grade items though. Different paints have different properties and industrial paints may pass this test.
