A block 1x3x2 is about 22" SA. 10 amps on 22 square inches of the part is about a 65.5 amp current density. If you could anodize at that rate, it would only take approximately 11 minutes to grow a 1 mil coating. Something isn't right with your calculations, method or measurements.
What kind of power supply are you using?
Do you use the 720 rule?
Do you check the tank temp before or during a run?
Do you have tank agitation?
What acid ratio are you using?
