Default problems

I have a valve cover I am doing. It has a coating on it. I wire brushed it and blasted it. It looked good so i polished the letters and fins. I cleaned the whole thing with brake clean. Outgassed. Then sprayed the super chrome base. let cook 395 at 15min. after pulling it out i saw a few missed spots of the prior coating. other than that it looked good. so i figured i wanted to see the final product and sprayed the lollypop blue on. When i pulled it out there were fish eyes and little sections that did not take the powder or it pulled away. It looks like dung.

I would like to know a full prep shcedule you use from taking the part in to fished delievery. I need to know what to use to clean the part and then clean off any polishing residue. then clean the part befroe the coatings go on.
