Did you sandblast the frame? How did you prepare it? sounds like there just isn't enough tooth for the powder to grip on to. Get that sometimes with highly polished metals.

Sandblasting, then chemical degrease
a pre-bake at 25-50* higher than cure temp for min 30 min. to remove moisture and oils
Then, do not touch the metal at all with bare fimgers.
Shoot base when part has cooled to just below 200*F
half cure, then cool to below 200 again and shoot lolly.
Finish bake cycle

I allways prebake every part I coat. Its cheap insurance.
