OUtside temp shouldn't affect it at all. as long as oven temp is right. When you say you sanded down, did you sand the whole pipe down to bare metal? If soem powder is left, and some of it is bare metal. The fresh powder will acctually build up thicker on the bare metal than the leftover powder. Also, try shooting the part warm, 175* or so. I have not acctually used Mirror black yet, would like to see them when they are done
