The ammeter measures the total load on the controller (both elements, fan & light) hence it is wired in series on the one 120 leg that the fan and light draw from before the relay/contactor.

This unit is also fused. A ceramic time delay fuse is used for the fan load and a fast acting fuse is used protecting the controller.
