Default Use Of Plum-loy?

I am working on a rear window frame off a 57 Chevy. It is cast pot metal. I have cleaned out pits and have flashed coppered it. It looks great. I am using plumloy to fill in pits. It does not flow smooth, I have used a propane and ocy-acc torch. I have also heated the metal then apply plumloy. Still the same rough surface. I am thinking of tinning it then apply plumloy. Any ideas? Also what it the best way to sand plumloy? Thanks tbreaden
