My wide would like me to coat her rims on her beetle

I believe the rims came factory powder coated as one the has a chip in it (damn car wash...long story). This leads me to two questions. If they are factory powder coated can I coat over top of it? would I use a metal filler for the chip?
If I have to strip them what is the best option?
Finally, what colour would you suggest. The dark gray of the exterior and black interior make it hard to decide. She's pretty funky too (almost bought a lime green bug), all suggestions welcome and photochops if you can do them.
I'm leaning towards a silver vein.
