The electrolyte itself should last indefinitely. It does not wear out or "expire" w/age.

If your liquid level is dropping due to evaporation, then yes, you can top it off w/more water.

But if your liquid level is dropping due to "dragout" (electrolyte remaining on the parts when you remove them), that needs to be replenished w/fresh solution.

Let your parts drain off well over the tank before going to rinse, and you won't lose much at all.
