The 3A rectifier from Caswell will work much better than a battery charger.

Use 1 part battery acid to 3 parts distilled water.

The anodize time required is directly dependent on current density. A 3 ASF (amps per square foot) is the lowest CD you want to use for anodizing. Any lower and the pore size will be too large to hold dye.
