I haven't used them for anodizing (yet), but I have a few 220 liter (58 gallon) "olive barrels" that I bought at one of the surplus yards I haunt. They are made of nice thick HDPE and have an inside diameter of 22" at the widest part. The "neck" with the lid is small, only about 15" diameter, so the barrel would need to have the top cut off to get a motorcycle wheel in one. They're great barrels, but you'll have to wash them out a bunch of times before they don't smell like olives (or sometimes pickles)!

Perhaps you can find something like that locally ?

I'd put a cathode on the top and bottom with the wheel sandwiched between them. Probably not any need for a cathode around the circumference, since you probably don't need to anodize the area where the tire goes.
