While you may fill the chipped area, you'll have overspray all around (it would look like you did not apply enough powder to a part). Your options are to try and sand (feather) the edges of the chipped area and recoat the whole part, strip and start over, or try this for hook mark repair, may work for a chip. (check post #4)
