Hello, I happened to stumble upon a website that said they do color chaning chrome and they happened to show a picture of this.

Can anyone please explain what this is? Is it a new process or something. I think I want to get a few things treated like this but I would prefer to find someone local but I have no idea on even what to ask for? Color Chaning Chrome?
