You can not get any grounding if you attach the grounding clip over top of the base coat. The grounding clip must make contact to the bare steel of the part you are coating. To have good grounding for the seconded coat you may need to file or sand away a small area of the base coat for the grounding clip to attach to. If you are ever unsure you have good grounding you can use a regular multimeter to double check it. hope this info help
