Nope. 1500w is about max for a 110v circuit. You might get to 1800w but you'd have to check the supply circuit you'd be using. You can't run two 1500w elements in parallel because that would be 3000w. If you didn't pop a breaker, you'd burn your garage down. If you try and run them in series, it's about 700w.

I'm too old and tired to do all the searches for you. There's probably hundreds of pictures of ovens here and quite a number of electrical diagrams. A ready made oven runs $1500-$5000 (and up) so your best bet is to build it yourself. And give more thought to using 230v. It may be more cost effective for you to have someone else do your powder coating.
