Unhappy conductive of plastic after copper conductive paint



hey all,
after much research on plating plastic pieces, , i bought about 1200.00 worth of product from caswells for a auto restoration shop i run. copy chrome, cleaner ect along with the plug and plate kit, also bought the large veriable amp transformer. what im looking to do to plate plastic dash bezels and interoir trim pieces along with other items like door handles ect. we send a ton of small itesm out for replating and the cost is very high. But now im begin think it is very worth it.
my problem is , i have tried using the copper conductive solution on very clean plastic, i have used the cleaner recommend and supplied to me. If i take an ohm meter to the treated area of the copper conductive paint, should i have conductivty. ohm meter shows open, i have a very nice looking copper color piece but need to make it chrome. i tryed all the trouble shooting tips in the back of the manuals,moving the neg clip closer,ect, no help. Think the owner thinks i wased his money, help, thanks
