Is that area clean, of any contaminents?
Try unplugging the gun and spraying the powder into the recessed areas then plug it in again and spray the rest of the part evenly. It sounds to me like dirty parts or faraday cage effect. I think your air pressure is way to high (blowing the powder back off the part) I spray at no more than 8 PSI at the gun.
