After you polish, you really don't need to de-smut... de-smut after stripping, but before polish.
Some soaps will dull a polished surface... especially if heated (simple green, etc.), but I suspect if the dull spots are oval, well defined areas, it is the grain in the aluminum showing up. I've had this happen many times... especially on 'Timmy parts.
