The thing to be carefull with clear coating electroplating is if you use a heat process to cure the laquer or as in your example heat the powdercoat, the plated item will want too out gas hydrogen. I would relief the items first at 400 degrees for a good 2 to 3 hours to force the hydrogen out. If you then polish the item to a high lustre and thoroughly degrease to get the polishing waxes out you should be able to clear coat with a good result.

Disclaimer, I havn't tried clear powder on electroplated stuff before, only clear laquer and only on small decorative pieces.
