Default question on another motor/flex shaft

i was looking at a few options along with the industrial flex shaft, and this is what i have came up with.

flex shaft from caswell, $400~

my question is, that item #1 and #2 both run 1/3 hp. item #2 looks like is is made for wheels, but item #1 can be fitted with a 1/4" shank, which can be used on an adapter for a wheel.

with that being said, motor on item #1 looks the smallest, even though it's the same hp, and also turns high rpms. would item #1 be able to turn a 6" wheel without straining it alot?
