A couple thoughts, were the parts blasted?
1. Acetone or Denatured alcohol should be o.k. Run a mapp or propane torch over the part to remove dust bunnies and rag lint.
2. Although I have a sample, I've never tried it yet. I've heard good and bad things about it.
3. Are you sure
4. Be sure that you have clean dry air. It sounds as though you may have some contamination.
5. Do you use an I.R. temp gun? 392 degs should be part metal temp.
Don't use any petroleum based cleaning products. Also do not use anything containing silicone in your shop.
