Default Power Supply Question

Is the Mastech HY3020E a good quality power supply for anodizing? Its linear and adjustable 0-30 Volts and 0-20 amps. I guess my real question is will it handle the small stuff accurately? I hate to buy a small PS and then have to buy another one. Or is it more accurate to use a 5 or 10 amp PS? I also have a question on the 720 rule. Are we supposed to figure both sides in the surface area? So if I have a square piece of 1/8" aluminum thats 5"x5" that would be 52.5 square inches?
