I like to put chrome thru an out gas cycle (450 degrees for an hour) to be sure the chrome holds up and doesn't bubble/blister, if it does it would need to be stripped.
If you're applying a solid color you can lightly blast (or scotchbrite) to etch the chrome a bit, blow off with clean dry air and if you choose spray down with the cleaner of your choice (acetone, denatured alcohol, etc.....nothing petroleum based). Be sure it's completely dry before you coat.
If you're applying a trans/candy color, clean really well with hot soapy water to remove any polishing compounds and dry well with clean dry air. If you wish to wipe it down with acetone or whatever you can. I usually follow that up with a tac rag or lightly pass a hand held propane or mapp gas torch over the part to remove any rag lint or dust bunnies.
