There are recommended mil thicknesses for every powder, check with the manufacturer.
There are cheap mil thickness gauges that are scraper gauges, but it's a destructive test.
Coverage will depend on the specific gravity of the powder and how heavy it is applied. This info should also be available through the powder manufacturer.
