When anodizing with a battery charger, what is happening when the current stops falling and levels out at a constant amperage? Does the anodize continue to build up after that point or is it pretty much finished ?

The anodizing is pretty much done at that point.
You may also want to consider that the voltage and amperage of the charger is not sufficient. A larger power source may help, if the part is large.
