So how much was the total bill?

Lets assume it was about $750 for convenience sake.

You could take him to a small claims court, but I suspect he won't show up. You'll get a judgement, then it's up to you to enforce it. Good luck! I've found these places are usually a waste of time.

On the other hand, he could take you to small claims court, for maybe a bit more. (I still have no idea of the value- we need to know this- can't make sensible decisions until we know the facts) Lets assume they were twice the price of the work you put in, so we have $1500 - it's still a small claims court.
Now has to sue you. Look, its pretty simple - HE ISN'T GOING TO DO THAT because he doesn't want the parts. If he did, he would have picked them up and paid the money. MAybe he's broke, if so, he still isn't going to take you to court.

Just sell the damned things and be done with this aggravation in your life.

You'll have the $1500 and he can chase you for it. It won't happen.

Sky Ski.....they are hydrofoils that you sit on and water ski with sort of. The parts you have are seat belt brackets it looks like to me. One set of brackets use 2 of each part. The belt goes through the parts that looks like a handle and attaches to the part with the three holes in it with a bushing( the small round piece. I would dare to say they are about $110-$140 a pair just FYI. Just looking at your picture you have 2 sets of each color. So if in total you have 90 parts then that would be 15 sets right? Thats $1650 to $2100 retail!

i would talk to him at least once more if possible, and tape it. tell him if he doesn't come get them by tomorrow then they belong to you. then you have proof that he was warned. hell, if you took a truck to a mechanic and didn't come get it, he can get the title with a labor lein. and generally the truck is worth alot more than the work performed.
