Default Is steaming better than Nickel Acetate?

I do not like the nasty smell given off by Nickel Acetate.

For clear anodized parts, is steaming or dipping parts in boiling water a good way to seal up the pores once the parts come out of the anodizing bath?

I prefer to boil if I don't use the nickel acetate sealer. All three methods can be used.

You mean boiling in tap water or distilled water?

Boiling in water seems a lot more cost effective and safer than boiling Nickel Acetate. So why even use Nickel Acetate to begin with?

Boil in distilled water. Sealing with nickle acetate gives a better seal.

These parts are all clear anodized. I am assuming water boiling works fine for clear ano parts.

I was told that if the parts are dyed, then nickel acetate would be required.

It depends more on the function of the part. If the part is mechanical or exposed to outside I would use the nickle acetate sealer. If it is a food service piece or decorative indoor item use distilled water boil to seal.
