Default Sputwelder or Equivalent

I'm new to anodizing and just received the Caswell Plating Manual. It refers to a device called a "Sputwelder" for electrical connections. From the picture and the description it appears to be a small capacitive discharge spot welding unit. However, I cannot locate where to get one; it appears the vendor died (?) and is no longer available.

Can anyone recommend an alternative replacement?

Or better still, can someone send construction information? I'm electronics competant and have a well-stocked junkbox. Such information would save a bit of time and re-invention.
