new plater...does newly silver plated brass shine?

Hi - I new to silver plating brass and the silver always comes out tarnished looking. If I continue to reduce the voltage will the silver eventually plate with a bright finish? Polishing with silver polish shines it right up...

Also, does this greyish silver look mean that the adhesion is inferior?
