Tin plating stainless steel

I have an application where I need to solder a stainless steel 17-7 (ch900) sheetmetal spring to a PC board. First, will tin plating bond well to a surface that will be bending (there is a deflection of .03" over 1 inch of length on a .015 thick spring)? Second, is there a specification or mininum amount of plating advisable for stainless steel? Are there any finishes that need to be performed to the stainless prior to the tin plating?
