Default Out of Round Wheels

I have a sisal and it is out of round, what is the best way to even it out. You can see that there is compound on part of the wheel only and when you hold the part on it, it wants to bounce of the wheel.

Also is there any pros or cons to stacking wheels and are there any considerations like stacking a 1" and a half inch wheel. What if there is a slight diameter difference?

after a short period of time the wheels will equalize out to be the same diameter.

sisal wheels work there self .. i rake a few times and the wheels get out of round .. then when i get ready to do it again i mount the wheels that are about the same size and you to town .. the pads will work there selfs down to size over time
