Default Chrome wheels have slight rust and little bubbles can I buff

My chrome wheels seem to have slight rust spots in a few corners (had the bike serviced, and they left it in the rain for a week!!!)
Is there a way to repolish these? They seem to be in great condition other than the rust and a few little scratches. Could someone please tell me how to get rid of these things safely?

I believe you could use a rust remover with no harm to the chrome to get the stains off. But the rust means there's holes in the plating - no real fix for that except clean 'em good then apply a wax product to coat the spots and keep air and water out. Small scratches you can get out with white rouge but you can't buff too hard or you'll go thru the plating.

MY HARLEY HAS SPOKE WHEELS, AND WHEN I BOUGHT IT THE CHROME HAD A LOT OF RUST, BUT IT WAS ONLY ON THE SURFACE. IT HAD LOTS OF VERY SMALL METAL PARTICLES ON THE RIM THAT HAD SET AND STARTED TO RUST. can anyone help?
Like a previous poster said, A picture would help treemendously. Thanks alot for the patience guys.

Good point, it could also very well be that. Also, if steel wool has ever been used around it, that could leave particles to rust.
