Help bad polish job - Plating Powder Coating Buffing Anodizing

I just recieved my Kawi motorcycle back from the guy I paid to polish the frame and does it look horrible. He said that it was the best he could get it and he was sorry, there's small scracthes and its not very shiny, is there anyone in eastern Pa who knows of a good shop to correct this, I would attempt this myself but I'm still recovering from knee surgery and I just don't feel like it.

BTW, are those frames mag or aluminum?
