Default Removing spots in chrome

I've got a chrome bumper that I've been polishing up and looks nice except there are these little spots in the chrome it looks like tiny rust spots but don't think they are you cannot feel them and I haven't been able to buff them out??Anyone ever run into this or have any suggestions this is the first one to stump me.Thanks in advance.
