usually sanding a clear coat gives a grey white kind of dust. one way to see if you have a clear on , put some paint stripper and wait a few minutes if you have a clear it will lift off .
if you think the sisal wheel roughs up the part try to skip the sisal .
i don t like using sisal on aluminium anyway.
do not use anything wet on wheels to clean them ,just get a rake or use an old coarse fiber grinding disc to rake the cotton wheel.
yes when buffing the part should get hot ,you need three things to buff , speed friction and compound. you are probably missing on one of those

So then should I heat up the wheel before I start polishing? I think it might be too cold outside to get the wheel hot by friction alone. Or is there perhaps another method I should use?

And also, so if I had more heat do you think that the scratches that I can still see would be removed because of the added heat?

It would definitely help if you could get the wheels warm before working on them, even if you have to take them outside to do the actual polishing.

i don t know where you are and how cold it is but heating the wheel will probably help but if it is too cold outside you may still have problems.
just heat alone won t solve everything i have explained the steps you could try in my 2 previous posts
